Nigerian Breweries Plc, a leading Beverage companies in Nigeria seeks the services of Civil Engineering Consultant to supervise/monitor its building projects pan in Nigeria.
Nigerian Breweries invites reputable Professionals for civil engineering consultants with necessary experiences and good track record of performance to submit their proposals.

1.) SUBMISSION OF PROPOSALSYour proposals should be received on or before 16.00hrs, (GMT) on
November 4, 2011 either by post or courier at the address given below:

Proposals not being sent by post should be enclosed in an envelope and addressed to:

It is the exclusive responsibility of the applicants to ensure that the post / sealed envelope containing the proposal reaches the above address before the time and date indicated, If being delivered by hand, the proposals must be delivered at the above address during the working hours.

NB from 7.30 hrs to 12.30 hrs and from 14.00 hrs to 16.30 hrs, Monday through Friday.
Proposals received after the above mentioned closing time or deadline will be rejected.

2.) SCOPE OF SERVICE
The Request for Proposal (RFP) relates to all or some of the following activities and/or services:
2.1 Developing briefs for proposed projects, risk assessment and complexity determination.
2.2 Designing and producing working drawings and contract documents.
2.3 Preparing site reports (including preparation of Bill of Quantities).
2.4 Conducting pre-qualification assessment of contractors.
2.5 Direct supervision of all civil construction works, including control of related construction equipment to ensure the most efficient and cost effective utilization.
2.6 Organizing construction reviews.
2.7 Enforcing the Health Safety Environment policies on project sites.
2.8 Managing project close-out involving List of Outstanding Items (LOl) and reconciliation of final account.
2.9 Setting up effective project monitoring systems on project sites to track cost.

3.) PROPOSAL EVALUATION CRITERIAProposals developed by applicants will be evaluated based on the following dimensions designed to elicit the ability of the applicant to successfully supervise and monitor projects on behalf of NB.
3.1 Verifiable experience in works of a similar nature and scope, with evidence of award and completion of actual project, undertaken over the past years.
3.2 Reporting & evaluation - accuracy of projections, analysis and insights.
3.3 Regional geographic cover.
3.4 Financial capability.
3.5 Pricing and margins.
3.6 Health Safety and Environment Policies.
3.7 Corporate Social Responsibility Policies.
3.8 Management experience and expertise.
3.9 Strategic fit with Nigerian Breweries.

Applicants should note that the criteria above are not exhaustive arid the category evaluation criteria are not in any order of importance.
Nigerian Breweries reserves the right, in its absolute discretion, to evaluate proposals as it deems appropriate in the context of its requirement for the services, including the determination of the evaluation criteria and the significance to be applied to particular evaluation criteria.

4.) PROPOSAL SUBMISSION QUALIFICATIONApplicants must meet the following basic qualification criteria in order to be considered:
4.1 Registered legal entity.
4.2 Tax compliant.
4.3 Formal office space dedicated to the business.
4.4 Bank account with overdraft and/or credit facility.
4.5 Ability to declare and define investor/ownership structure.
4.6 Management and supervision resource in place.
4.7 A formal payroll system with employee details registered.
4.8 Secured Internet access with Electronic Financial Transaction (EFT) Capability.

5.) PROPOSAL CONTENTS AND PROCESS5.1 Applicants will be required to develop a detailed overview of their consulting service offering, their capacity to execute (including inventory of offices, trade assets, staff count) as well as a clear pricing structure.
5.2 Qualifying proposal documents rated highest on the evaluation criteria will be shortlisted.
5.3 Further information and/or a formal presentation of a proposal to a review committee may be requested for any shortlisted proposal. Applicants will be notified in writing by Nigerian Breweries of the status of their nonqualifying and/or rejected proposals within 30 days of receipt of the documents.

6. PROPOSAL SUBMISSION CONDITIONS
6.1 Proposal submission deadline is November 4, 2011
6.2 Proposals must remain valid for acceptance until January31, 2012
6.3 All proposal documentation and communication related to the RFP should be in the English language, whilst information relating to costs and money should be in Naira (NON).
6.4 Applicants must ensure that the terms, conditions and prices in their proposals remain confidential and have not been communicated to or fixed or adjusted by arrangement or in collusion with any other party.
6.5 Applicants are prohibited from discussing their proposal with staff members of NB other than nominated procurement officers assigned to the RFP process.
6.6 Any information provided by NB in relation to this RFP process is confidential and should not be communicated to any third party.
6.7 Any information gathered during the course of developing the proposal and not already in the public domain is deemed to be the property of Nigerian Breweries, Reselling of any information related to the proposal preparation process is prohibited.

7.) OWNERSHIP OF PROPOSAL DOCUMENTApplicants should write in a separate letter to acknowledge that Nigerian Breweries shall retain all documents submitted in response to this RFP to enable evaluation of proposals and to comply with obligations relating to accountability and record keeping.

Accordingly applicants submit documents in response to this REP on the basis that they will become the property of Nigerian Breweries and that any of its agency may use the information contained in those documents for proposal evaluation purposes, negotiations and the preparation, administration or management of any subsequent contract, arid may copy the documents for these purposes.
Applicants should note that Nigerian Breweries may provide the proposal documentation, or any part thereof, to a third party for the purposes of assisting Nigerian Breweries in proposal evaluation, negotiations and the preparation of any subsequent contract.
