Vacancy Description
The Project Engineer oversees mechanical/process engineering activities associated with Gaslink’s pipeline construction and other projects. The position incumbent is responsible for determining the project scope and costing for civil/electrical/mechanical/process work related to the pipeline construction effort, and develops specific project plans for ensuring construction efforts are realised within time and budget specifications. Each sub-team’s work programme and costing scenarios are fed into the overall construction programme after due synchronisation and approvals.



In addition, the Construction Engineer manages additions and/or modifications to original plans and design considerations, and also supervises the actual mechanial/process construction work, ensuring adherence to design elements and safety features.





SPECIFIC DUTIES & RESPONSIBILITIES


Strategic

* Provides needed specialised mechanical/process engineering support to the Construction Manager with respect to the identification of pipeline design issues, operational risk, and the resolution of attendant issues.

* Provides management oversight for the development of integrated mechanical/process engineering blueprints and plans for the gas pipeline construction models.

* Specifies the facilities required to assure the mechanial/process integrity of the pipeline system for existing and future operations and works with the Engineering Design Manager to ensure all necessary features are captured in designs and blueprints.



Operational


Planning & Supervision

* Develops and monitors mechanical/process engineering project plans and budgets.

* Participates in periodic performance review sessions, and reports on construction status as may be necessary from time to time.

* Manages the performance, career development, welfare and motivation of Technical Support Officers and other permanent/termed employees within the mechanical/process engineering team.

* Performs other assigned duties as delegated by the Construction Manager from time to time.



Design
* Interfaces with the Engineering Design Manager to review existing facilities and develop conceptual process/mechanical designs for new pipelines/improvements to existing facilities.

* Coordinates project information (studies, sketches, computations) for the process/mechanical engineering and construction of gas and pipeline facilities including equipment relocations and replacements, capacity additions, reliability and automation improvements.

* Working within approved budget guidelines, ensures engineering designs and blueprints for the gas pipeline, ancillary equipment and AGIs capture safety, cost containment needs, business growth and effective utilisation of assets, product quality and throughput goals and objectives.

The YPP mission is to motivated and educate talented young professionals under thirty-two (32) years of age, who are go getters in committing to making a difference on the African continent and will be able to spend between two (2) and three (3) years of their professional career in a multicultural, and professionally stimulating environment at the African Development Bank.
Position Title: Young Professional Program 2011
Objectives

The Bank seeks individuals skilled in the areas relevant to its operations, such as infrastructure, regional integration, health, education, agriculture, climate change and environment, gender, finance and risk management, governance and private sector development.

The Bank hires approximately twenty (20) young professionals each year. These YPs complete yearly rotational assignments in different organizational units and sectors in the Bank, during a minimum of two and maximum of three rotational assignments.

The following established eligibility requirements guide the recruitment of the Young Professionals, and at no time will the Bank make an exception for any candidate:

Citizen of a member country (regional or non-regional) of the AfDB

A maximum of 32 years of age by December 31st of the selection year (i.e 2011)
A minimum of a Master’s degree or equivalent in Economics, Engineering, Social Sciences, International Development, Business Administration, Finance, Banking or any discipline that is relevant to the business of the Bank

Multi-disciplinary background and a minimum of three years relevant work experience

Outstanding academic credentials

Demonstrated commitment to African development (field experience on the continent and/or in other developing countries is an added advantage)

Excellent written and verbal communication skills in English or French with a working knowledge of the other language (working knowledge of a third language that is relevant to the Bank’s operation in the African continent is an advantage)

Features of the Program:
The program mandates completion of two (2) out of three (3) yearly rotations with a possibility of securing a regular staff position during the third term of the program.

Additionally, the program affords coaching and mentoring opportunities for each Young Professional.
Professional Experience:
The 1st rotational assignment will be a ‘stretch’ or ‘learning’ rotation, responsive to the Bank’s needs and priorities. It is intended to provide exposure to the Bank’s various departmental and developmental programs and processes. Individual work programs should reflect on-the-job learning that is central to the YPP.

Where possible, the 2nd rotational assignment should take place in the area of expertise or organizational unit in which the YP hopes to remain for the mid to long term if selected on a competitive basis.

The work program should provide a suitable bridge between the development focus of the 1st rotation and the specialist nature of the 2nd rotation and the level of responsibility required in a higher level position.

As required by their work programs, and at the request of the organizational unit hosting the rotation, YPs are expected to participate in missions and assignments in Field Offices for a certain period of time.

DESCRIPTION
KEY RESPONSIBILITIES:
1. Manage the entire LCS administration funcitons for the region.
2. Maintain all service contracts, SPOT and Quoted Reactive orders.
3. Maintain and manage the entire region’s Call Desk function.
4. Provide all LCS financial reports to MSO and FSL’s.
5. Responsible for maintaiing procedure compliance, SAP and Siebel implementation standards to achieve global consistency.
6. Establish a close link with HPS Finance for PL accuracy and reporting.


DIRECT RESPONSIBILITIES:1. Assist MSO and FSL’s with all financial reports generated from SAP (i.e. AOP/Actual, Billability, PL)
2. Establish a close link to the FSL’s to assist them with all relevant financial and administrative data.
3. Assist the FSL for accuracy of all Siebel reports (Dashboard) by managing the SR cycle to drive accurate billability, contract utilization and reviews.
4. Manage the LCS local Call Desk using the Siebel application and optimizing the LCD Process Management Procedure.
5. Assist the FSE’s with SR creation and work closely with the FSL’s for the authorizagion process.
6. Produce review weekly % billability reports from Siebel for all personnel in LCS.
7. Accountable for the accuracy of monthly invoices and manage the receivables payables balance.
8. Organises small service project (mini prjects) review meetings for area, drives review to provide clear accurate project assessments provide proactive advice.
9. Assists service project manager and FSL on small service project cost risk analysis for developing service project contingency budgets and maintains run down curves for continued project cost risk assessment.
10. Manage the entire administration cycle of Quoted Reactive, Contraxt and SPOT type work.
11. Manage the LCS contract base in Siebel and SAP. This includes the creation of new contracts, renewing contracts and monthly Service Bank updates.
12. Manage the SESP contracts for the LCS organisation.


QUALIFICATIONS
REQUIRED SKILLS:
1. Experience in Global Service and Project Management methodologies.
2. Knowledge of appropriate Business, Engineering, Field and Supply Chain principles.
3. Excellent Communication skills – oral, written and presentation (English).
4. Negotiation and conflict management skills.


REQUIRED QUALIFICATIONS AND/OR EXPERIENCE:1. Experienced in Siebel and SAP. This is a non-negotiable requirement.
2. Demonstrate management and leadership abilities. (Conceptualise, develop ane execute)
3. Strong demonstrated finance and cash flow knowledge. This is a non-negotiable requirement.
